First, you must complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, set in the Shores of Last Breath, involves straightforward combat. While achievable in one session, it's a time investment. Completing this quest is crucial; the boss arena remains inaccessible until it's finished.

Secondly, locate all Dream Patrols in the Shores of Last Breath. Completing them isn't necessary; simply discovering them and having them appear on your map suffices.
