《城市：天际线 2》发行商 Paradox Interactive 的首席执行官 Mattias Lilja 和首席内容官 Henrik Fahraeus 评论了玩家对游戏发布的态度。在公司最近的媒体日活动中，Lilja 对 Rock Paper Shotgun 表示，玩家的“期望值更高”，并且“不太相信”游戏开发者能够在游戏发布后修复问题。
从去年《城市：天际线 2》灾难性发布的经验中吸取教训，Paradox Interactive 表示，他们正在更加细致地解决游戏中发现的问题。发行商还认为，玩家需要更早地接触游戏，以便收集有助于开发的反馈。“如果我们能让更多玩家参与测试，那会有所帮助，”Fahraeus 在谈到《城市：天际线 2》时说道，并补充说，他们希望在游戏发布之前“与玩家进行更广泛的沟通”。
为此，Paradox 决定无限期推迟其监狱管理模拟器《监狱建筑师 2》的发布。“我们非常相信《监狱建筑师 2》的游戏性很好，”Lilja 说。“但我们遇到了质量问题，这意味着为了让玩家获得他们应得的游戏，我们决定推迟发布。” 此外，由于《Life By You》未能满足预期而被取消，Lilja 还解释说，无限期推迟是因为他们“无法保持”他们想要的速度。

据首席执行官称，由于游戏领域是一个“赢家通吃的环境”，玩家很可能会很快放弃“大多数游戏”。他补充道：“这在过去两年中尤其明显。至少这是我们从我们的游戏中，以及从市场上的其他游戏中读到的。”
《城市：天际线 2》去年发布时问题严重，玩家的强烈反弹促使发行商和开发商 Colossal Order 发表联合道歉声明，随后提议举行“玩家反馈峰会”。由于发布时存在严重的性能问题，该游戏的第一个付费 DLC 也被推迟。与此同时，《Life By You》在今年早些时候被取消，因为他们最终认为，进一步开发该游戏不会使其达到 Paradox 及其玩家社区的标准。不过，Lilja 后来解释说，他们面临的一些问题是他们“并没有真正完全理解”的问题，“所以这完全是我们的责任，”他补充道。
